I have seen Reuter's agent and cautioned him against sending such reports. He admitted that he had obtained no information of rumour from this legation, but explains that he gathered the impression from some other legation

His authority for the statement in the last paragraph was the Wai-chiao Pu [group undecypherable]. Neither I nor the Inspector-General of Customs, to whom the execution of such measures would be entrusted, had any information.
